Meet the PWI & EPOC Administrative Entity (AE) Team. This team is here to assist PWI & EPOC grantees throughout the grant process. For each team member below, you will find short bios, contact information, and the list of grantees each team member supports. The PWI/EPOC AE Team is dedicated to grantee success and centering peer work through the mission of diversifying and enhancing the behavioral health workforce.
Tammy E. Bernstein, M.P.A., PMP

Tammy Bernstein, M.P.A., PMP, program director within the Center for Training, Technical Assistance and Consulting at Advocates for Human Potential (AHP), is an experienced project manager with expertise in coordinating and providing training and technical assistance, conference and meeting planning, project and policy development, and implementation and research in the areas of workforce development, employment, homelessness, housing, mental illness, and substance use. She is the director for the California PWI & EPOC projects. She was formerly the deputy director for the BHWD Initiative and the project manager for DHCS’s Hub and Spoke System to expand and enhance medication-assisted treatment services statewide. She has held key roles in several Substance Abuse and Mental Health Services Administration projects, including project coordinator of the Homeless and Housing Resource Network and the Services in Supportive Housing project. Ms. Bernstein holds an M.P.A. from the University of Colorado and a Project Management Professional (PMP) certification.
Brett Hall, M.S.W.

Brett Hall, M.S.W., is a senior program associate II with AHP. Before joining the AHP team, Brett spent more than a decade in various nonprofit spaces and gained experience in program management, coalition building, social-emotional development, qualitative research, community engagement, training facilitation, and public service. She has content expertise in behavioral health, suicide prevention, social determinants of health, capacity building, leadership development, public policy, restorative justice, and expanded learning.
Ms. Hall is a former AmeriCorps City Year member, a returned Peace Corps Youth Development volunteer, and has extensive experience working across different sectors with priority populations. She received both her B.A. in psychology with a minor in sociology and an M.S.W. with a focus in administration and community development from San Diego State University. She also holds an Advanced Certificate in Social Work Administration and a Human Services Management Certificate, and she currently serves on the Board of Directors for the San Diego Leadership Alliance. Ms. Hall is a macro social worker dedicated to health equity, social justice, and creating systemic change through progressive policy and service implementation.

Rue Mansour, M.A.

Rue Mansour, M.A., is a program associate for AHP. She has had a wide range of involvement in supporting individuals experiencing homelessness in her career, including work in development, direct support, and education. In development, she has experience working with stakeholders for program planning, data management, and donor discovery. In direct support, she has been responsible for 70 clients, practicing trauma-informed care. In education, she has written research papers on youth homelessness and a curriculum on the dismantling of myths around homelessness. She has collaborated with several nonprofit organizations and educational institutions throughout Southern California, including Door of Hope, School on Wheels, Transition House, and the University of Southern California (USC) Sol Price Center for Social Innovation’s Homeless Policy Research Institute.
Ms. Mansour holds an M.A. in education from the University of California Santa Barbara (UCSB). During her time at UCSB, her research—primarily qualitative and mixed methods—centered on the implementation of the McKinney-Vento Homeless Assistance Act and the accessibility and equity of resources for youth experiencing homelessness in secondary education. She has provided professional development related to the subject of support for students experiencing homelessness at the University of California Los Angeles’s Teacher Education Program.

Rachael McDavid, M.A.

Rachael McDavid, M.A., is a senior program manager for AHP working with the BHWD team. She brings over 15 years of nonprofit management experience to assist organizations receiving funding through the PWI and EPOC projects. Ms. McDavid has served at the director level for organizations in many social service sectors, including homelessness, mental illness, disabilities, older adults, youth, and the arts. She also had the privilege of working in Mexico for a year, running a capital campaign for the American School of Tampico. Ms. McDavid has applied social-technical systems thinking to her work focusing on team development, operations, organization effectiveness, and direct care development. She holds an M.A. in organization development from Sonoma State University.

Rosy Larios, M.P.H., CHES

Rosalinda Larios, M.P.H., CHES, is a program associate at AHP and a Grantee Coach for the PWI, EPOC, and Behavioral Health Recruitment and Retention projects. Ms. Larios has a diverse background in program implementation and evaluation, community health promotion, workforce development, behavioral health, health equity, recruitment and retention, and educational pipeline certificate programs. She has 5 years of experience working with underserved youth in the Greater Los Angeles area, where she led high school student recruitment efforts for youth from families with low income and underserved populations to participate in all-expenses-paid allied health certificate programs. Ms. Larios also taught college-accredited courses to high school students, developed content for the courses, and mentored students in applying for higher education. Ms. Larios holds a master’s degree in public health with a community health promotion concentration from the USC Keck School of Medicine and is a Certified Health Education Specialist.
